Cmdagent.exe runs the main process for Comodo Internet Security. Comodo Internet Security is a group of security programs that protect computers against malware, viruses, spyware, trojans and computer worms. I removed them all via ADB rebooted and havent had any side effects yet. If anyone else has had this problem or has any ideas on what to do I'd appreciate them.
